Resumo: This study analyzes the civil liability arising from acts committed by fans and the effectiveness of collective protection in the context of football, addressing the passion for football and how it can lead to violence, exploring the history and manifestations of this phenomenon. Examining hooliganism in England and its influence in Brazil, as well as Brazilian legislation dealing with fan safety, including the Fan Protection Statute and the General Sports Law. Highlighting the importance of analyzing civil liability, distinguishing between objective and subjective liability, contractual and noncontractual, emphasizing the need to hold organized fan groups, club officials, and the state accountable, considering the new General Sports Law, which introduces the possibility of patrimonial liability of leaders. Addressing also diffuse and collective rights, stressing the relevance of collective actions for compensating damages caused to fans. The use of collective actions, especially public civil actions, is highlighted as fundamental to ensuring effective damage reparation and protecting fans' rights. Problematizing the effectiveness of collective actions in compensating damages caused by fans, investigating the liability of organized fan groups, club officials, and the state. Discussing the applicability of the new General Sports Law in patrimonial liability and the importance of using public civil actions to ensure broad and effective protection of fans' rights
