A educação integral e as ações socioeducativas complementares em organizações não governamentais vinculadas ao programa “Centro para Crianças e Adolescentes”

Resumo: The theme of this research is the expansion of the full time education in the city of São Paulo. The educational systems are in different processes about the implementation of their programs. Based on the Complementary Law number 1.164 from January 4th, 2012, the state system implemented the Full Time Education program, which is performed in their own schools. The municipal system, through the decree 7.464/2015, established the Program São Paulo Integral and chose to follow the tendency of the other brazilian counties, proposing to fulfill the full time education in partnership with the community various organizations, or through intersectoral actions using the facilities of other public services. This research aims to investigate the work done by these organizations, knowing and analyzing its actions and activities, verifying in these organizations complement what is done in the school or if they have an educational perspective of their own. The object chosen to the investigation is the Center for Children and Adolescents (CCA) program, which is linked with the Secretariat of Social Welfare, because its gather the work of the NGO (Non Governmental Organization) as well the intersectoral work. It is assumed that the works from the CCA has specific purposes, therefore, it cannot be defined as Full time Education proposals. The work comes from the hypothesis that the CCA has their own specificities and can't be defined as full time education proposal. The study will use as refference the education categories discussed by Gohn (2006) and Coelho (2004), where similarities and differences of those contemporary experiences regarding to the other experiences in full time education recognized through the history of Brazilian Education have been punctuated. The studies by Ghanem (2012) are also used as theoretical reference, which describes the different perspectives adopted by NGOs in their relationship with the State. As a research procedure, it was decided at first to do a bibliographic survey of the Integral Education concepts built along the brazilian education history, and then a documentary research of the work plans and the tree NGOs activities reports. In the second part, a documentary research was made analyzing the work plans and the activity reports of three NGOs. At the end of the research, the hypothesis was confirmed: although a great potential in terms of physical space, work team and activities to fulfill the full time education, the CCA doesn't have as an objective to complement the work of the schools. Its main concern is the social protection, and as such it has perspective of education of its own
