Enfrentamento da violência de gênero no processo legislativo nos discursos durante a tramitação da Lei nº 14.192/2021 e interdiscursividade com movimentos sociais

Resumo: This research aims to carry out the analysis of the discourses that cross the legislative process in the bills on the matter of political violence against women, resulting in the approval of Law nº 14.192, of August 4, 2021 (approved in the course of the present research). With the intensification of political polarization in Brazil, especially since the 2014 elections, there has been an increase in cases of gender-based political violence. Both the electoral process and the process of impeachment of Dilma Rousseff are marked by intense moral and symbolic violence, by the dissemination in social networks of offenses, montages of images, discredit and sexualization of women. The progress achieved in sexual and reproductive rights, and in the fight against homotransphobia, during the Lula and Dilma governments, catalyzed the radicalization of conservative discourses, of a religious fundamentalist nature, to combat gender ideology. In this context, the vote on the impeachment process of Dilma Rousseff is crossed by demonstrations in defense of the family and the Christian values of the parliamentarians, culminating in the deposition of Dilma Rousseff on August 31, 2016. On March 14, 2018, Marielle Franco, having been the 5th most voted councilwoman in Rio de Janeiro, she suffers political femicide. Based on these and other emblematic cases, there is a mobilization of social movements to confront gender-based political violence. Within the scope of the National Congress, several bills on the subject are presented, with emphasis on bills nº 349/2015 and 4963/2020, prevailing the substitute presented by the Rapporteur Angela Amin to PL nº 349/2015, prepared from the attached bills on the theme and contributions from parliamentarians, with some changes. The methodology used consists of French discourse analysis, based on lessons from Maingueneau and Charaudeau. To this end, some discourse analysis concepts will be established that will be used throughout the analysis, as well as comparative tables involving the various stages of the bill
