Resumo: This dissertation examines social dynamics relationships between the historical and cultural heritage and the right to the city in the last decades. To perform this analysis, we studied the transformation of the ancient building Vila Guilherme House constructed to serve as a scholar group in 1924 into the actual Vila Guilherme House of Culture in 2016. The analysis is focused on the process occurred after the building hosted the scholar group and the local City Hall Headquarters, being then derelict for about 10 years and reclaimed only in 2012 by local social movements who organized cultural occupations for over 2 years until finally have it granted and redeveloped as a new House of Culture. The analysis problematized the idea of social uses of heritage, highlighting issues such as the increase of places of memory and the popularization of access to cultural heritage. It was also attentive to the question of historical monuments and cultural assets in their relationship with the city's daily life and popular cultural practices. In this perspective, the process of transforming the old scholar group building into a cultural equipment of the municipality indicates that its safeguarding as a historical heritage was intrinsically related to the popular demands of the local community. The study indicated that the demands and fighting strategies of these movements were fundamental for the preservation of the property as a cultural reference for that region and the promotion of its new uses
