From 1991 to 2000, the state of Rio Grande do Sul achieved an economic growth of around 34%. The principal issue is whether this growth was followed by the increase in welfare of its 467 municipalities. At first, other authors found that the Kuznets curve is a valid explanation of the relationship between inequality and growth. Also, the appropriation of income and human development reduced poverty and inequality. The results found in the dissertation suggest the not acceptance of the Kuznest’s hypothesis, and although is not possible confirm that the appropriation of income was responsible for the to reduction of inequality and thus raised the welfare.
