Resumo: This thesis analyzes the contradictory nature of Conditionalities found in Income Transfer Programs, developed under neoliberal capitalism. In particular, it is a warning to Social Service workers of the risk that these conditionalities reinforce subalternization and a denial of rights. Based on these considerations, the proposal of the thesis is presented as a problem: What are the conditionalities in the Income Transfer Programs and how do they affect social rights through the programs or benefits conceded? The research involved the study of laws, presidential decrees, provisional measures, resolutions and official technical documents available from the Ministry of Social Development. Bibliographic research was also conducted to identify other studies of Income Transfer Programs and related Conditionalities. The study allows affirming that most of these programs focus on extreme poverty and have Conditionalities, which tend to view the poor as responsible for the situation of poverty in which they are found. This is a historic setback, because these Conditionalities call for a "policing" of poor families.
