Intersetorialidade: um desafio à política de assistência social no município de Porto Alegre-RS

Resumo: | The debate about intersectionality acquired relevance in the management of public policies in Brazil as the expressions of social issues are becoming radicalized as a result of a historical trajectory of fragmentation and division of policies public (particularly social) with insignificant social impacts, together a policy based on socioeconomic globalization and neoliberalism on the grounds and as a result of the restructuring process, among others. In this sense, emerges as the intersectoral strategy to cope with the manifestations of social issues from a perspective of full coverage with a view to extending the rights of citizenship and an integral social protection. Facing this, this study focuses on the implementation process of intersectoral cooperation between the Social Policy and other public policies in the city of Porto Alegre, aiming to analyze how actions are being developed in the framework of that policy, terms and purposeful operational for the materialization of intersectoral cooperation. It is investigated, so the processes of management and operation of intersectoral cooperation at the core of that policy, identifying barriers and strategies for its implementation. It constitutes qualitative research, guided by the critical-dialectical method and which type of sample was intentional and the instruments used to collect data were the form of semi-structured and systematic observation. This investigation showed that the intersectoral does not yet constitute the city of Porto Alegre, under the Common Welfare, more extended, as a paradigm for the management of it, because she is still tied to specific actions of the competence-dependent policy professionals or conjugated to specific programs and social projects, is not fully in effecting structural and institutional level. Due to a series of obstacles who stand in the implementation of intersectoral cooperation and that they refer primarily to the challenges inherent in building a democratic public sphere, and refers to the national political culture, the historical trajectory of the Social Assistance Policy and structural organization of public power in order that the implementation of intersectoral cooperation entails cultural change and values towards a democratic political culture, aimed at widening the participation of social subjects and based on the viewpoint of the right perspective of building heights more worthy of citizenship and social protection. To do so, creating spaces for socialization of information and power sharing, along with the technical skills social-political actors to show how relevant intersectoral strategies for materialization of the desired effect. |
