Resumo: | This work aimed to develop an analytic model capable of simulating a market in perfect competition, making it possible to verify the influence of certain public policies applied to the rice market in Mercosul. To achieve this, the following hypotheses were simulated: (a) liberation of intra-block trade flow of agricultural machines, equipment and inputs necessary to rice production in Brazil; (b) concession, by the Rio Grande do Sul state government, of rice production fiscal credit in the state; (c) Merchandise and Services Circulation Tax (MSCT) aliquot equalization, in all Units of the Brazilian Federation, into 7%, 4% and 0% ranges; (d) imposition of rice import quotas to Brazil from Mercosul countries. All simulated scenarios were compared to the current trade conjuncture in the period between 2006 and 2020. As a result to Rio Grande do Sul’s rice production, the study pointed out that the simulations in which import quotas, obedience to current tax legislation and ICMS 7% aliquot equality in the whole country were imposed presented higher profit to local producers. Meanwhile, simulations which nullified MSCT aliquot in the whole of Brazil, liberated the acquisition of agricultural inputs, machines and equipment in all Mercosul and kept the current market scenario constant presented lower prices to rice consumers in Rio Grande do Sul. |
