Resumo: This research points some conflicted situations between political protagonists and the public communication mediators, born on political public matrix with elective positions subject to direct vote of the population (councilmen), trusted positions on the official communicative line passable of direct political nomination (“CC” journalists on the Social Communication Relations sector) and public servants approved in concourse in equal positions to this last ones (approved in concourse journalists trusted in positions on the Social Communication Relations sector). It’s about a discussion that concerns and worries journalism professionals involved in Press Relations activities connected to the public sector, more strictly to the public sectors directly attached to politics; in this case, to the parliaments. It doesn’t only concerns to them, but to the whole society as a direct interested in its results. This questioning, and the consequent discussion, are caused, basicly, by the different ways of attachment, such as institutional as working ones of this professionals to the construction process and information distribution from this environments and, also, by the different understandings, of the politic life protagonists or their official mediators, about what is the function and the objective of Press Relations (or Social Communication, as may wish) of a parliament, which is the target and what to offer it. The logics enrolls leading the argumentation through isolate concepts, such as the jornalism’s, public opinion and press relations, intending to aloud a contextualization of its convergence to generate the public communication phenomenon offered by the parliaments to its society. More than pointing answers, this research raises questions to start with the direct observation of a particular case easily observable in some contexts.
