In In the present study, the concepts of participatory democracy, the directive of Democratic City Management, the right to the city, the UN's 2030 Agenda in the context of urban planning and smart cities, as well as the civil inquiries initiated to monitor the drafting of the 2014 Master Plan and the intermediate review of the Strategic Master Plan, which took place between 2021 and 2023 in the municipality of São Paulo, were addressed, aiming to extract the understanding or understandings of the Public Prosecutor’s Office of the State of São Paulo regarding what constitutes Democratic City Management. The question to be answered is: What is the Public Prosecutor’s Office of the State of São Paulo’s perspective on the concept of Democratic City Management in light of the civil inquiries initiated during the intermediate review of the 2023 Strategic Master Plan and the 2014 Master Plan of the municipality of São Paulo? The methodology used is qualitative, based on a case study, involving a bibliographic review for theoretical foundation and document analysis, describing the handling of civil inquiries no. 71/2013 and 20/2021 by the Public Prosecutor’s Office of São Paulo (MPSP). The general objective is to verify the meaning and scope of Democratic City Management based on the civil inquiries of 2013 and 2021, initiated in the context of the 2014 Master Plan and the intermediate review of the 2023 Strategic Master Plan in the municipality of São Paulo. |
