Resumo: The occupation of urban space in a disorderly way causes problems for people to move around, making it difficult to perform their daily activities. Smart cities appear as an innovative proposal and suggest an alternative that mobility employs technology and sustainability to improve people's living conditions. In this context, the present research sought to understand how the project selection process contributes to the creation of this "smart mobility", based on the case of the city of S??o Paulo, evaluated as the smartest terms of mobility in rankings that evaluate smart cities. Thus, we adopted qualitative exploratory research, with data analysis obtained through interviews and in-depth documents. In designing processes and employing the grounded theory approach, we have laid the groundwork for understanding how smart mobility is built from the city's projects, confronting common sense and theory. Based on the data obtained from the field research, a proposal for a project strategy model was formulated, based on the relationship between innovation, sustainability, technology and resource optimization, illustrated in a "tetrahedron". The master plan and mobility plan result in technical criteria that define the scope of mobility projects, generating attributes that elevate the city in the ranking of smart cities. The conditions that allowed the creation of a favorable social context for the development of technologies, as well as the emergence of innovations, associated with initiatives of the city hall, contributed to this result and were observed in the study. In this way, the creation of smart value arises from the association of ICT with processes, optimization of resources, in order to create innovation to improve the living conditions of citizens in a sustainable way.
