This dissertation aims to analyze the relationship between the principle of coherence and environmental planning in the European Union – as part of the Justice Research proposal and the Efficiency Paradigm – by incorporating policies in the light of the actions of the restructuring of the mechanisms of governance within the European Union, according to a process aimed at the effectiveness, efficiency and effectiveness of these mechanisms, included in the Community Programs of Action on Environment. As a case study, this phenomenon is taken into account, especially in the context of environmental capital in solid waste management, an objective to be developed in the evaluation of the test (evolution from program to program) of legislation that addresses sustainable practices and, with the protection of the natural capital of the European Union within the Framework Plan, revalidated every seven years. In this context, the Community Programs denote decisions taken by the Institutions of the European Union to confer environmental protection on a supranational scale, where it is envisaged that the crystalline concern with the methods of governance in the environmental planning. The deductive method is used, using bibliographical studies and legislation on the proposed theme. This leads to the advent of the guidelines for a strategic planning, with a view to the definition of environmental policies, with local concerted actions that take care of, in total alignment with the integration of the citizens´ expectations, an instrument through which they can participate effectively in the decisions, based on the principle of coherence, in dealing with the environmental preservation.
