Resumo: This work aims to analyze public transparency as a component of a smart city, taking as a case study the General Controllership of the Municipality of Guarulhos created through Municipal Law No. 7.550/2017, as well as demonstrating the importance of the General Controllership within the scope of Public Administration, observing the results and improvements in public management resulting from its creation, also making the relationship between the “Controllership” institution with public transparency and smart cities. Its objective is: (i) general: to identify, based on the analysis of the experience of the General Comptrollership of the Municipality of Guarulhos, the relationship between a smart city model and transparency policies in public management; (ii) specific: understand the place of transparency in public management and democracy; identify existing legislation and transparency instruments, and how they contribute to public transparency policies; and, analyze transparency instruments with smart cities standards, based on the experience of the General Controllership of the Municipality of Guarulhos, 2017– 2023. In this study we carried out bibliographical research to present information regarding the concepts of citizenship, democracy, social participation, transparency, public service, principle of effectiveness and publicity, access to information, open data and smart cities. Regarding the implementation of the General Controllership in the municipality of Guarulhos, we will talk about the challenges, changes that have occurred, of the organizational structure and functions/attributions performed, seeking to define the relationship of this Body with smart cities and transparency instruments. Afterwards, we will present the data collection, obtained through the Guarulhos City Hall website, direct request for information from the Controllership body and systematization of the relevant legal provisions. Finally, we will analyze the results obtained and achieved in public management from the implementation of the Controllership in terms of improvements arising from the use of transparency instruments as a component of a smart city.
