Resumo: Assuming that all state schools in São Paulo must have quality of education, it was implemented the Programa de Qualidade da Educação (PQE) [Education Quality Program]. This program has as main goal the equity of education as well as instruments to evaluate pedagogical quality that are used as ways of monitoring this quality, relative until then. More than pedagogical quality, the school must have a mix of institutional quality and pedagogical quality, so we can name it a quality education. This study started from this understanding, taking into consideration an innovative action of a group of Teaching Supervisors together with the DER Leste 5 Regional Director of Education. This team of Supervisors developed, independently and with basic knowledge, an instrument to analyse the institutional quality within a group of 76 schools, covering 5 big dimensions: 1) infra-structure; 2) organizational; 3) people management; 4) teaching; and 5) management of educational outcomes. These 76 schools answered, with the help of all their population, to this institutional quality analysis pilot instrument inside the view of institutional evaluation. This survey of initial data guided the strategy of the current research, being executed, at first, the analysis of the outcomes obtained from the 76 schools in those 5 dimensions. Thus, the descriptive delimitation, with qualitative method and descriptive statistics, was adopted to know the situation of these 76 schools from DER Leste 5, regarding institutional evaluation and school quality. On the other hand, on a second phase of research based in the obtained outcome on the first phase, and searching for a greater in-depth on the role of institutional evaluation in these schools, a single case exploratory study was proceeded, by qualitative instrument, in a single identified school as the one that have been executing the institutional evaluation in a systematic way over time. By means of documental analysis and interview with the agents involved with this school, it was understood the current situation and it was propounded guidelines for intervention on the institutional evaluation process of this school, aiming its continuity and improvement in order to increase the Qualidade da Educação (Teaching Quality) in this school as well the elaboration, development and execution of the Plano Anual (Annual Learning Plan) as a way of improving the educational management.
