This paper aims to study the national trade union organization of basic education workers in Brazil, especially public school teachers, during the transition from military dictatorship to democratic rule, between 1983 and 1991. This period of intense institutional changes coincides with the transition and transformation of the Brazilian Confederation of Teachers (CPB), which is now known as the National Confederation of Education Workers (CNTE), and the consolidation of the so-called "New Sindicalism" there would emerge important social and political leaderships, with the participation of the professors, who seek to be a political and autonomous subject in the national scenario. The research analyzes and interprets how these changes relate to the great political facts of the period and the intense mobilizations carried out by the education workers; such as changes in trade unionism, strikes and teacher mobilizations influenced the course of the organization and, as well as the intervention of the CPB/CNTE in the educational debates held in the National Forum in Defense of Public School and in the National Constituent Assembly/1988). The research is based on an extensive review of the available literature on associativism and unionism among education workers in Brazil; in locating and collecting data from primary sources, including the Proceedings of the First National Conference of Education of CPB (1987) and documents cataloged in the Annals of the Constituent Assembly; and also in semistructured interviews with trade union leaders and politicians who worked during that period. The work points out how the political dispute for the hegemony in the direction of the union organization took place; seeks to qualify the role of mobilization instruments used by teachers, particularly the use of the strike; establishes some notes about the construction of the identity of the professional category when the constitution of a common entity of all education workers, and also analyzes the pedagogical and educational conceptions debated and consolidated among the teachers during the studied period. |
