Resumo: The dynamic markets increasingly require operation and interaction between institutions and their main interest groups. In other words, ever seeking the integration with the ones who influence and / or practice the business environment, i.e. the stakeholders. On the other hand, there is the evolution of the tourism industry, emerging as an economic activity and increasing consolidation in the domestic scene. Accordingly, this study sought to understand the performance and interaction in the tourism sector, but specifically in the planning environment, since such an environment is wrapped in interactions and also for guiding the activities on the sector. The method of comparative case study was used, having as scope the cities of Santo Andre and Sao Bernardo do Campo. Based on 23 attributes extracted from the literature of stakeholders and tourism planning, the analysis detected several convergences and divergences points especially regarding the identification of key interest groups, as well as divergent points including the mobilization, management and formal of stakeholders.
