In this study, it was analyzed how the Analytic Hierarchy Process (AHP), supported by Delphi method, can help in prioritizing projects in programs of professional master's degree, in Management, Accounting and Tourism area, focusing on improving their performance in the Coordination for the Improvement of Higher Level Education s (CAPES) evaluation. The research had as theoretical underpinning the studies related to the CAPES s evaluation systems, such as Maccari (2008) and Maccari, Lima and Riccio (2009), focusing on the professional master's degree, based also on the works of Barros, Valentine and Melo (2005), besides those related to portfolio management and the Delphi and AHP methods. As methodological characteristics, the study was empirical, descriptive and exploratory. Among the justifications for conducting the research, it was noted that despite the increase in demand for courses of professional master's degree, there are restrictions on funding, and that would fit the coordinators of these programs, to adapt its resources to projects of which they manage. Moreover, it has been identified that were incipient previous studies carried out in this context, in addition to allowing in-depth knowledge about the use of Delphi and AHP methods in professional master s programs. As a result, it was found that the external environment had influence on decisions taken in professional master's programs, i.e. the alignment of the proposal of the program with the needs of the market where the programs will be inserted, as well as and the presence of qualified resources within the programs. It can also be noted that the focus on results guided the judgments made by the respondents in this study. It was noted that the weights assigned in the CAPES s evaluation influenced the assessment of the respondents. It was observed that the use of project management tools in stricto sensu programs, gave to the coordinators involved in the process, a reflection on the subject of its own program, providing grants for discussions to be calibrated strategic decisions on which projects should be invested in order to achieve better performance within CAPES s evaluation system. In addition, it was also noted that the item "Intellectual Production" and the project "Interaction with other programs, organizations, or businesses" were considered criteria for priority planning for the three-year period (2013-2015). |
