Resumo: The characteristics of urban logistics make the last mile delivery environment complex and dynamic. The locker, a self-service terminal for delivering parcels, is a sustainable alternative that adds technology to distribution. Deploying such devices requires a broad vision and a fine-tuned process to deliver a positive user experience. In this way, the present thesis sought to create a project portfolio management system in order to assist in the implementation of lockers in the last mile, focused on responding to the pressures of the external environment to the organization. The research was conducted through three individual and concatenated studies. The first, a systematic literature review, sought to understand the research problem, categorizing the problems in the delivery process, service network and consumer behavior. The concept of front end of projects associated with the dynamic environment, introduced by the second study, allows adjusting the projects, portfolio or strategies of the organization to obtain the expected results. The proposed model was submitted to focus group sessions, with specialists and project managers and lockers implementation, to describe and evaluate a system composed of processes and data structures that support decisions. The research resulted in a patent registration request with the responsible body in Brazil. Finally, the concept of front end and operational monitoring open the theoretical discussion about the limits of project management in organizations, considering their activities before and after management, and the environments in which they are inserted.
