The impacts of human society on nature can lead to degradation, compromising the quality of life. Actions are needed to mitigate these harmful effects through public policies and their management tools such as agendas, plans, projects and programs. According to the Pan American Health Organization (PAHO), degradation of the environment occurs on a worldwide scale, impacted by human action through constant atmospheric contamination, soil and water and global warming, destroying ecosystems, which is associated with economic systems, production and disposal of materials and industrial waste, aggravating situations of poverty and difficulties in accessing natural, social and economic resources, compromising the wholesomeness of living conditions. It was a qualitative research, with the object of study, the municipal health plans of municipalities in the Metropolitan Region of São Paulo (RMSP). The objective was to analyze how the incorporation of environmental problems and the participation of civil society in the elaboration of such plans occurred, according to the assumptions of the VIII and XIV National Health Conferences. After the analysis, the demand for the improvement of the formulation of municipal health plans was explicit. health, so that the concept of health is treated in an expanded way, involving other areas and encompassing local demands, which mainly involve environmental issues, prioritizing the determining factors of social, economic and environmental vulnerabilities. The results of the analysis corroborated for the elaboration of future plans, regarding the qualification of the municipal diagnoses, strengthening of popular participation and the integration of environmental issues in the health agendas. |
