Resumo: The theme chosen for the present work was due to the importance that the development assumed, in view of the social evolution marked by the progress of humanity and that is being object of reflection in several areas, reason for which the following question was established: The Technological Park accredited by the São Paulo State Government's Economic Development, Science, Technology and Innovation Secretariat is the environment for the development of the human right to innovation? In order to answer this question, the objective of this topic is to verify the effectiveness of the Technological Parks accredited by the State Government, through said Secretariat, within the context of the human right to innovation, analyzing, for this purpose, the notions of rights Human, society, development, science, technology and innovation, as well as legislation and doctrine. For this, in the first chapter will be adopted the deductive hypothetical method, in order to make the guesswork of the conjectures to answer about whether development is a human right. Already in the second chapter will be adopted the deductive method and in the last chapter will be approached the inductive method, in order to verify the indicators of the Technological Parks. Hypothetically, technology parks share actors with common purposes, within the so-called knowledge society, for the development of open innovation, allowing to verify that such environment is effective for the realization and progress of the human right to innovation.
