The present research aimed at investigating, identifying and analyzing the participation of the school community in the public management of early childhood education, from 0 to 3 years of age. We raise data on the existence of participation in schools and how it manifests itself. Based on the assumption that public institutions, based on current legislation, are managed by the constitutional principle of democratic management, we seek to understand if there are other spaces of participation beyond those provided by legislation in decision making. We chose the qualitative, field-based approach developed in two schools for this segment in the city of São Bernardo do Campo - SP. As a tool for data collection, observation, documentary analysis (Federal, State and Municipal scope) and semi-structured interviews were used. Based on the theoretical contributions made by authors who deal with the theme in question, namely, in democratic management and participation, Paro (2002, 2003), Cury (1998,2005), Libâneo (2004), Bordenave (1985), Luke (2011) ; Child Education, Campos (1995, 1998), Kramer (1995, 2002), Kuhlmann Jr. (2001); Method, Ludke, André (2003), Minayo (2004), Gatti (2012), Demartini (1997, 2001), among others. Method: the empirical research was developed in two schools located in peripheral areas, whose public is mixed by families of middle class, low average and low. The subjects involved are management team (director and pedagogical coordinator), teachers, parents or guardians and employees members or not of the collegiate bodies. The collected statements, articulated to the field observations allowed us to divide them into three categories in relation to the objective of the work. These are: participation, impediments to participation and conception of democratic management. These categories were analyzed in the light of the previously referenced theorists. We perceive through the analyzes that there is a lack of clarity regarding the distinct roles of the APM and CE; indicate the participation of a small part of the community in the institutionalized organs, but not in the way expected by the management team. The investigated reality also pointed to the presence of other participatory forms and that sometimes go unnoticed due to the conception of participation related to the institutionalized organs. |
