Resumo: This thesis approaches the public communication as a fundamental right of all the Brazilian citizen – the right to information. The objective was to evaluate the CP in the sphere of the municipal process trying to understand if the communication performed by the municipal administration has been attending the popular interests once the communication has a rooted proposal of social transformation. Therefore the object studied is specifically in the region of ABC Paulista located in the southeast a metropolitan region of São Paulo, composed by seven cities – Santo André, São Bernardo do Campo, São Caetano do Sul, Diadema, Mauá, Ribeirão Pires and Rio Grande da Serra. However, the focus was on only three cities. Santo André, São Bernardo do Campo e São Caetano do Sul (which the name of this region was given ABC). It is about a bibliographic raise and an explanatory research with qualitative approach, aiming to put together and organize a set of evidential information with the objective of identifying theoretical texts that presented fundamentals and concepts that would help us understand the importance of the public communication and its application. We found that to have a good management, the pillars must be rooted in the basis of trust, transparency, accountability and mainly the social participation. However initially, the public managers need to understand what in fact means CP, whereas the term goes beyond the public accountability, as many of them believe. In the same time, we must recognize that only the practice of CP won´t lead us to deep changes that the society and citizens demand, due to a little encouraging public management scenario in our country.
