The objective of this dissertation is to analyze how the Regional Government Forums (FRGs), implemented between 2015 and 2016 in the Government of Fernando Pimentel in the State of Minas Gerais, are presented as an institutional innovation and examine what changes have been promoted in the governmental planning process, with Introduction. For this, the concepts of governmental planning were used as theoretical support. The analytical model adopted in the dissertation is based on the one recommended by Gomide and Pires (2014) for the analysis of institutional planning arrangements. Among the main theoretical aspects of government planning is the evolution of Friedmann's approach (1987) and the current analysis of public policies, as well as aspects of governmental planning, such as Situational Strategic Planning, the Balanced Scorecard in the sector public; The Logical Framework and the ZOPP Method. A description of government planning in Minas Gerais from the 1940s onwards is also included. A qualitative, descriptive and analytical approach was adopted as a research methodology through the use of a case study in the territory of Vale do Aço as proposed by YIN (2001). For the data collection, a documentary survey was used, participation in the events of the Forums and fifteen semi-structured interviews. Among the main findings it was verified that there is a change in the initial phase of the planning cycle with the introduction of the Regional Government Forums and the territorialization of planning. In relation to the typology of participatory arrangements, the Forum can be classified as bottom up (AVRITZER, 2008). The main actors identified in this new planning system are the secretariats responsible for coordinating the Forums (SEGOV, SEPLAG, SEDPAC and SEDIF), the public servants involved and organized civil society. Regarding the technicaladministrative capacity, in the territory analyzed, the influence of the financial difficulty of the State of Minas Gerais at the time of implementation of the Forums stands out, and how organized civil society is reticent in the elaboration of the planning in this context. Regarding political capacity, the predominance of public servants was observed, followed by representatives of social movements, with low participation of business organizations in the analyzed territory. As for political capacity, the intense participation of the governor and the involvement of deputies, mayors and councilors to varying degrees were observed. It was concluded that the FRGs break with the previous technocratic logic based on the parameters of the new public management, can be institutionalized as an inducer of the popular participation in the governmental planning from the improvement of its mechanisms of execution and consolidation of the support tools through the new technologies of interaction with the citizen. |
