Resumo: This dissertation characterizes the informative content and desired properties of the performance indicators of structuring programs from the Government of the State of Minas Gerais. The discussion on the informative content of the structuring programs was based on a documentation survey, whereas the discussion on the desired properties involved a field survey in conjunction with public managers, the real users of these indicators. This work presupposes that the performance indicators from the structuring programs of the Government of the State of Minas Gerais, from 2004 to 2007, did not present a complete informative content capable of characterizing it as information product, nor did it clearly meet the desired properties specified in the literature. It can be concluded that the proposed objective of this work was met as the program performance indicators revealed little relevant information for public managers in terms of a management tool for decision-making. Moreover, the indicators did not clearly meet the desired properties necessary for a public program, according to that stipulated in the literature: relevance, validity, reliability, feasibility, simplicity, comparability, and coverage.
