Interconnected Operations' are a legal tool (Law no. 10.209/86 of december 9, 1986) by which a developer may give to the municipality of São Paulo a certain number of units of o social housing (HIS) for low income people, devellers, with the purpose of be granted with exceptions on provisions of the zoning ordinance. This paper is an evaluation of this public policy, that in six years of implementation, has provided 4.312 housing units, the value of 5,6 million dollars. Beginning a new kind of relationship between public and private sectors, the birth of the policy is recorded, its operational problems and solutions, its evolution and achieved improvements, the procedures and adopted criteria by the decision makers. The interested parties are identifyed and a selection of case studies are summarized. A general appraisal of the proposals are made, its contents and the granted exceptions. Performance measures are attempted in spite of the problems of evaluate social policies costs. In conclusion, the policy is rather successful, but many weak points are recognized and 50 the need of more research. There is a large field for improvements. |
