The Internet Governance Agenda comprises a huge number of processes: for the Internet to work stably and securely, public and private institutions must act together to deal with problems of different natures, which change as the Internet evolves into an essential technology for contemporary life. Which are those problems and how they have been evolving in Brazil? This research aimed to identify the different types of problems considered by the Brazilian Internet Steering Committee (CGI.br) using as a reference the agenda-setting theory, from the Policy field. For this, a lexicometric analysis of 27 (twenty-seven) years of CGI.br meeting transcripts was carried out with the IRAMUTEQ software. It was possible to conclude about a historical trend of change in the issues considered by the Internet Governance actors, a product of structural changes in society. The phenomena observed point to a trend of relative growth the in the importance of legal issues in the CGI.br agenda, opposing a trend of relative decrease in Infrastructure issues. |
