Resumo: The objective of this study is to understand how occur the relations between civilians and militaries in the politician-budgetary field and to identify the possible contributions of the concepts of the change management for these relations. Using different paradigms in search of all more complete one, the comprehension is constructed to the theoretical approach on necessary subjects of as if they give these relations in the current Brazilian politician-budgetary field. The democracy and the balance between the characteristics that mark the democratic relations; the budget as a field where interests are searching, in accordance with specific norms and relations of power between individuals and groups; the relations between civilians and military, not as a dichotomic relation, but as a embedded relation between interest nets. The discourse is understood as the main tool of social change in this field and is looked to analyze as to use it. The change management is argued as practical discourse that in such a way produces changes inside and outside of the organization, being capable to generate truth for the society and to conquer and to keep the legitimacy, source of the ways of survival of the organization. Finally, one searchs to analyze the change management, first in organizations that had gotten success when applying them and, after that, becomes an analysis of initiatives of the change management applied to the Brazilian Navy and of its potential in producing the necessary changes in the politician-budgetary field. Conclusions are raised that offer a script of measures to use the change management in the improvement of the democratic relations between civilians and military in the Brazilian politician-budgetary field.
