The end of last century was marked by a broad global movement, carried out by around 30 countries that have left authoritarianism and have adopted democracy as a regime of government. Huntington (1991) has called this process the “Third Wave of Democracy”, and it was characterized by the participation of multiple actors and motivated by different factors. The aim of this work is to assess the particularity of international actors’ participation as one of the causes of this huge process of democratization. To accomplish this task, it was selected as an object of study the action of Konrad Adenauer Foundation and its experience in Brazil as a promoter of democratic values, during the military dictatorship until the beginning of redemocratization. The study introduces the concept of “hybrid actor” as a reference to the German Political Foundations. This term refers to the social (connected to political parties) and state (actors of German international cooperation) nature of these Foundations. The Konrad Adenauer Foundation hybridism and its international engagement reflect the geopolitical context of Cold War and the after war political history of Germany, that has adopted the international cooperation, particularly the promotion of democracy, as a way to reach its new replacement in the global scenery. Therefore, the dissertation covers the Third Wave international causes and the different ways to diffuse democratic values, with special emphasis to international cooperation, thus preparing the terrain to analyze the relevance of international cooperation and engagement of Political Foundations to Germany. This theoretic background offers the required tools to understand and sign the specificities of the action of Konrad Adenauer Foundation, an international actor of the Third Wave Democratization. These specificities are made clear by the analysis of its modus operandi in Brazil, as the Brazilian experience demonstrates how its hybrid aspect was essential to skirt the inherent barriers of the authoritarian political context and to promote ideas and actors in favor of democracy. |
