The relation between culture and development is one of the central matters of the contemporary debates that go beyond the academic environment and reaches the political agenda in diverse countries. Although very have been spoken about the relation between culture and development, in the practical field that articulation has been deed by means of programs and projects based in a vision merely economics, privileging the so much economic-productive aspect of the culture how much of the development. The economic perspective, however, does not include the complexity and the inherent amplitude to that relation, which oversteps the industrial and economic questions. The culture exercises an important paper for the development that does not itself restrain to the economic dimension, therefore is capable of build or reconstruct identities, elevate the collective and individual self-esteem, add value to the human existential patrimony. It does itself necessary, still, another concept of development, compressed in other logics, being geographical, social and culturally based and promoting a deep social transformation. In Brazil, some local governments come assuming its paper of protagonist of the development on the basis of that proposal. In Nova Iguaçu – city located in the Rio de Janeiro – comes being developed a public politics whose protagonist and prompter is the municipal city Hall. It’s the Program Bairro-Escola that, although have like central aspect the education, articulates diverse offices of the secretary of the city hall and promotes benefits and social opportunities to the infants, adolescents and to the too inhabitants of the city that overstep the educational aspect. For his one operation, the city Hall develops partnerships with actors of diverse natures. The objective of this dissertation was understood how the Bairro-Escola of Nova Iguaçu, specially his programs, projects and cultural actions, contribute for the local development. In the methodology, the strategy of research adopted was the case study. For the collect of the secondary and primary facts were adopted two techniques: bibliographical-documentary; and interviews partially structured with some representatives of the Bairro-Escola and of the Office of the Secretary of Culture of Nova Iguaçu. The results indicate that the Bairro-Escola aims for an effort of enclosure and social development by means of programs and actions integrated. In synthesis, the contributions to the proportionate development by the Bairro-Escola, by means of the culture, in Nova Iguaçu are: enlargement of the access of the population to the reading – creation of five libraries extensions in the Schools of the Municipal Public Net and reequip two communal libraries; creation of a School of education and formation in audiovisual (Escola Livre de Cinema), with nuclei in four neighborhoods attending, initially, to 400 beneficiary infants of the Bairro-Escola; opportunity of artistic experimentation for barely 7,000 infants and young; qualification of 52 local artists in stage arts; creation of a cultural group formed by local artists (Nós da Baixada) – group of stage arts in the Cerâmica neighborhood; opportunity of period of training (yield and professional improvement) for around 90 youths in the cultural offices; perspective of work for 96 artistic-cultural groups through the covenant with the Department of the Culture; strengthening of local artistic-cultural groups, by means of assistance for the professionalization and development of those groups. |
