Resumo: This thesis intends to examine the relationship between representative democracy (electoral) and participative democracy, as well as different degrees of participation, direct or indirect through representatives, of actors and sociocultural groups previously excluded from policymaking in deliberative spaces, especially conferences, councils, seminars and open forums for public policy development. To this end, the work is based on the discussion of the crisis of political representation and its relation with social participation developed within contemporary democratic theory using aspects from literature on public policy development, Pierre Bourdieu 's concept of social capital and Iris Young's idea of communicative democracy. The work methodology consists of three interrelated case studies: the national, on the participation in deliberative spaces and the political and electoral representation mainly for preparation of National Culture Plan; statewide, on the political representation and participation in cultural policy making in Pernambuco, and a municipal case, the analysis of participation in deliberative spaces open to the development plan policies and culture in the city of Recife.
