The current doctorate thesis analyzes the disputes for urban services in the Metropolitan Region of Rio de Janeiro. The research has its target between 1970 and 1990 - time of restructuring of urban policies in the State of Rio de Janeiro. The studies takes place in Jardim Catarina (JC), a traditional urban allotment located in the metropolitan borders, which, later, became a neighborhood in the county of São Gonçalo. The historic rescue of Jardim Catarina's occupation was based on information from state investments in basic sanitation; records in the press regarding the daily life of São Gonçalo; and fieldwork, involving interviews with former dwellers, local leaderships, images and data of institutional documents. The research led to the possible conclusion that confrontations between the social actors of the JC and the state agents towards water supply had been avoided as strategy of daily struggle. The unequal urban structure, in which better services are mostly found in the heart of Rio de Janeiro, forces the community of Jardim Catarina not to expend efforts in uncertain directions, giving it no choice but to seek political agreements as a means of accessing shelter, work and water. Likewise, the State, in order to assert its legitimacy in these territories, also adopted practices, which seem contradictory to the hegemonic technocracy itself of the sanitation sector. There was a stable coexistence between these actors, yet this does not mean that there were no more conflicts, neither was there conformism on the part of the residents. The point is: as in an unfair environment, individuals know their field of action and the limits imposed by the different levels of power in the structure of the city. |
