The National Solid Waste Policy is representative of the public policy model that has expanded since a Constitution, a report on the interaction between state and citizens. The pillar of this Policy is built on the shared responsibility created between Public Managers, Private Managers and Civil Society. Part of the premise of cooperation between the three segments to solve an environmental problem that affects everyone, as well as the decentralization of their activities. A way of doing this through Intermunicipal Associations, generating a set between the municipalities, consolidated by the Public Consortiums. However, coordination in the management of vertical and horizontal cooperation becomes complex when faced with a lack of environmental education and financial resources. In the present research, the data from the municipalities of the Regions of two Municipal Associations (AMUSEP and AMOP) were searched in the period from 2010 to 2015 to investigate the effectiveness of this type of federative coordination in the management of urban solid waste. As a result of this research, the hypothesis was confirmed that the AMUSEP and AMOP Intermunicipal Associations play an important role in the articulation of collective policy actions, in the coordination of the municipal managers for the management and implementation of the Solid Waste Policy in the mesoregions. Although they play an important role, much has yet to be done by the Intermunicipal Associations, together with the associated municipalities, to effectively achieve the results sought by the National Solid Waste Plan, as well as by the State Solid Waste Management Plan of the State of Paraná. |
