This works aims to analyse the economic and the production changes in the context of Santo Andre, a city that belongs to São Paulo Metropolitain Area (SPMA). Santo Andre testified a transformation in its industrial profile, through the increase of service and commerce sectors, due, in part, to the industrial crisis lived lately in Brazilian economy. Taking into account the historical background, alongside with the analyses of global events, such as the productive restructuring, this research tried to observe the impacts of the global economic rearrangement in the city, whose statistics indicates a strong industrial decrease in comparison to other cities of SPMA, in the period of 1990 to 2010. Besides this, the work analyses the local tax revenues, considering the relative reduction of the most important one (Brazilian tax knowed as ICMS), indicating problems related to the tax and fiscal management and the local budget resource optimization. Last but not least, regarding the dilemma presented - i.e. the financial fragility of the municipality in a context of economic decrease – the work introduces an ensemble of proposals related to both strategic and structural instance, that seek to improve and increase the financial and economic development of the municipality. The methodology of work was not restricted to consulting of texts and experts analysis, also considering interviews with different social actors, both local and regional, including public authorities, private and public leaderships, as well as academic researchers. |
