As políticas públicas como instrumento de emancipação e libertação da mulher vítima de violência doméstica e familiar: uma análise das ações governamentais no município de Vitória

Resumo: | The existing disparities among different nations and the growing need to promote Human Rights triggered a process of collective construction, led by the United Nations, which culminated in the formulation of the 2030 Agenda, with 17 objectives to be achieved by the adhering countries, highlighting the SDG -5 (Sustainable Goal #5) which aims to achieve gender equality and empower all Women and Girls. It is understood that the eradication of poverty and hunger, access to health and quality education, decent work, the reduction of inequalities, peace, and access to justice permeate a society free from domination-exploitation instituted by patriarchy and its culture of disparagement and submission of women. From this perspective, the role of Public Policies as an effective instrument to fight against gender violence was analyzed, primarily domestic and family violence against women, with a focus on the Municipality of Vitória/ES. Initially, it was examined the reality of women in the globalized world and the good practices adopted by countries that achieved the best indicators in the rankings that measure gender parity, prepared by the World Economic Forum and the International Labour Organization. In addition to the world scenery, national experiences in promoting women's autonomy and liberation were discussed. Then, when the Municipality of Vitória was cut from the national context, it was found that, in recent years, there has been no substantial change in the markers of violence against women, which demonstrates the ineffectiveness of the Public Policies adopted regarding the retraction of criminal records. The documentary research was carried out to understand the profile of the citizen of Vitória who resorts to the Judiciary in search of legal protection through the analysis of the information inserted in the records of Emergency Protective Measures granted and still in progress, together with the 1st Court of Domestic and Family Violence against the woman of Vitória. The study was carried out in 1,457 active cases, distributed between January 2018 and April 2021, analyzing markers of race, age, education, type of relationship, crimes/misdemeanors, and place of facts. In the end, an intervention proposal was made to reduce gender inequalities in the city of Vitória, raising male awareness about paternity, care, and co-responsibility in domestic and family activities. Reflections on issues of gender, violence, and patriarchy throughout the study were based on the thoughts of sociologist Heleieth Saffioti and philosopher Simone de Beauvoir. Relevant data were extracted from reports from international organizations such as FEM, WHO and ILO, in addition to Instituto Promundo, Pnad Contínua from IBGE and Sistema E-JUd from TJES. In conclusion, it was found that Public Policies aimed at empowering women in the city of Vitória minimize the consequences of violence; however, they are ineffective in combating its cause. The root of the asymmetry lies in the power relations. The belittling of women and the transformation of this reality will only occur effectively with new formatting of the domestic space, where it all began. |
