This work intends to make a study of the pedagogical ideas implanted by Anísio Teixeira then called the Center for Popular Education, today called Educational Center Carneiro Ribeiro. Search is still doing a small study of the educational reality at the time when Anísio Teixeira has idealized and built this Center and how despite decades after, his ideas are still considered innovative, current and recovered since 2002 by the current body leader of the Center. Unlike other works, we do not seek to redeem the biography of the educator, but focus on the emergence of the Center, its heyday, decline and resurgence. This paper also briefly examines, the democratic management, terminology used much today, but long established by the first manager of the Educational Center Carneiro Ribeiro, Carmen Spínola Teixeira. Ballast for our discussions and help in the defense of our views we asserted of current and renowned theoretical of education (educators) and the testimony of several former students who went through that Center
