Resumo: The purpose of this thesis is to investigate a Brazilian museum called Museu de Arte do Rio (MAR), located in the harbor area of Rio de Janeiro City and its actions to promote belonging and participation to deaf citizens through the use of Língua Brasileira de Sinais (LIBRAS), i.e. the Brazilian official sign language. Not only is the thesis a study beyond those citizens rights but also a way to promote the sense of belonging in the city, taking into account the social function of museums. This work is based on the principle that it is through the Brazilian Sign Language (Libras) that deaf people can communicate, can participate in social life and, conse-quently, feel that they belong to society, thus realizing the real process of citizenship that lies ahead in addition to the rights guaranteed by law. In a creative city, the multidisciplinary, inte-grated and universally accessible view becomes a fundamental condition for its develop-ment. MAR stands out in the Rio de Janeiro museum scene for consolidating actions in the perspective of guaranteeing the linguistic right of deaf people through Libras. The research has as general objective to present a case study about the Museum of Art of Rio (MAR) to under-stand which actions promoted by the museum encourage and enable the participation and be-longing of deaf users of Libras. The applicability of this dissertation can be thought from the understanding of the accessibility actions and the process of building the participation of the deaf in MAR, because, thus, other museums and cultural centers can reflect on their own actions and also provide the participation of deaf people in your spaces
