Resumo: This thesis focused on organizational processes, with emphasis on knowledge management, as an element of construction of the environment conducive to the transfer of technology, in the relationship of cooperation between university-businessgovernment. Within the scope of Higher Education Institutions (HEI), the importance of Technological Innovation Centers (TICs) was highlighted, connected to market needs and strengthened as technological support and research. The research aimed to identify management actions for the consolidation of TICs in HEI. In order to do so, the phases of the research were accomplished, describing the performance of TICs in Brazil and the performance of Research Results Transfer Office (RRTO), in Spain, which are organizations similar to TICs from abroad. Afterwards, a comparison was made between the performance of TICs and RRTO, in order to relate the management actions that can be implemented by TICs, then a new investigation was made alongside the TICs managers to validate the proposed methodological framework, from the results collected, with a description of the actions that aim to contribute to the consolidation of TICs. The fundamental aspects of the theory that underpinned the research were initially reviewed, oriented in three constructs: the organizational structure and the units of reference knowledge management and technology transfer. Such theories allowed the elucidation of the attributions provided in the legal framework and in the effective actions that the TICs perform, in the national and international context. In the methodology the approach is predominantly qualitative and were applied the techniques of content analysis and documentary analysis. The quantitative technique was used for the diagnoses of the TIC action, throughout survey and the data analysis was performed through Descriptive Statistics. The primary data collection involved conducting face-to-face interviews with 07 TICs managers and 10 RRTO managers. The secondary data was collected from documents provided by TICs and RRTO, in addition to the public access documents. The primary data collection, in the quantitative phase, involved 90 respondents of the questionnaire, among TICs managers and collaborators. The results showed that TICs, in general, are implemented or have actions that allow their operation. They have multidisciplinary teams, trained, with a high level of training. The innovation policy is formalized and encompasses actions that foster synergy in cooperative projects. The main aspects that were identified as barriers to TICs actions are the allocation of vacancies and selection criteria for the direction of TICs and formal recognition for researchers. It was possible to observe, from the analyzes of the RRTO that there is a strong involvement of the actions linked to the network work that there is a public agencies commitment, for financing in addition to the universities' own resources, for research, development and innovation projects. Through the research results it was possible to establish an overview of how TICs are found, identifying weaknesses and / or processes that need to be better structured and thus, the proposition of the methodology for the actions aims to support the strategic decisions in TICs.
