Resumo: | The present study has as its subject the relationship between interests and institutions analyzed from the theoretical perspective of organizational institutionalism with sociological approach, cultural interrelationship between organization and environment; the concept of institutions giving meaning to social behavior and cultural - cognitive dimension as crucial to obtaining legitimacy worried in understanding how the articulation of public and private organizational actors influence the process of replacing the standard of plugs and sockets in Brazil, in the period from 1994 to 2010. This study applied a qualitative, descriptive, explanatory and interpretative research with longitudinal and sectional view. The level of analysis was conducted in the field of strategic action with identifying the formation of a micro and macro field of strategic action and the unit of analysis were the organizations. Two analytical approaches were adopted. The first deals with the organization of interests within business entities and the second with defense of organized interests in the social field. The collection of documents had as source the business entities and governmental agencies as well as performed (24) semi-structured interviews. The choice of respondents fell primarily in the current occupants of executive positions in business entities and organizations of plugs and sockets manufacturers with emphasis on officials of INMETRO. The data collected were subjected to documentary analysis, descriptive, drawing on historical narrative, content analysis and discourse analysis as a strategic resource. The three phases were performed in content analysis: pre-analysis, material exploration and using the results adopting categories and sub-categories of subjects taken by paragraphs later to perform the interpretation. Discourse analysis as a strategic resource was applied in the three circuits of activity, performativity and creativity with identification of three strategic discourses. The analysis and interpretation also permitted identify in the conversion of private interests in public three mechanisms: (i) a strategic retreat; (ii) the convergence of frames and (iii) collectivization of the speech process. It was concluded with the results that the institutional change that culminates with the change of the legal standard of the new standard plugs and sockets was not just a result of discursive strategies and resource mobilization of social actors interested in the field of strategic action. Its result was also a process of conversion of private interests in public, a process that ensured the legitimacy of changing the legal standard, not only through the legal endorsement, but the social endorsement built by articulation of actors going beyond their social skills. In view of these results it is argued that the interests are present within institutions as a predominant factor in action, driven by institutions that make their implementation and allowing them legitimating the organization of interests and interests organized. The study shows how organizations, on one hand, develop an external strategic behavior consistent with the values, rules, relationships, meanings and significances present in their structural forms adopted in the institutional environment and, on the other hand, show their concern to ensure that their practices, actions and decisions are understood and aligned with the social and cultural values of the society in which they are embedded, to ensure the legitimacy and its perpetuation. |
