Resumo: Academic research on the institutionalization of organizational practices has been growing in recent years despite the fact that the use of the institutional perspective in studies in the field of human resources remains scarce. Under the reference framework of organizational institutionalism, the study was begun from the principle that environmental pressures do not eliminate the interpretation system of each organization, which reflects their shared values, influencing the practical values adopted by each. Therefore, the aim of this study was to investigate how the environmental pressures affect Training and Development practices when they are conditioned by organizational values in industrial plants located in Curitiba and the surrounding metropolitan district. The research strategy was the survey, carried out with 54 medium size and large industries. The early stages of the research involved the evaluation of documents and interviews, using specialists to prepare the questionnaire that would be used for the collection of data. This was followed by an analysis of the data using statistical techniques such as factor analysis, clusters and regression and analysis of clusters, garnered from the answers to the questionnaires sent to managers of the industries that made up the sample. The results enabled us to examine the effect of the mediation and moderation of the values of the organizations in the conditioning of the influence of the pressures on training and the development. Institutional pressures and techniques were found to have a positive influence on the adoption of organizational practices. However, the results showed that professional and competitive values influence the impact of the pressures on the adoption of training and development practices. Moreover, the influence of the institutional pressures was lower in groups of companies with a high degree of professional and competitive values than in those in which the value of these aspects is low.
