Resumo: The present study aims to analyze the implementation of the In School Health Program (PSE) ina public school located in Brasília. The PSE is a public policy intended to promote integrationand permanent articulation of education and health, with the purpose of providing a complete foundation throughout promotion, prevention and attention to health policies. Data from database and in field events were taken as reference, data from PSE, as interviews with the program implementation agents. The theoretical substantiation was based in studies of public implementation: Lipsky (2010), Struyk (2007), Wu et al. (2014) e Lotta (2014). The literature establishes few identified factors as facilitators in the implementation process as leadership process; resource availability; amount of personnel involved; beneficiary acceptance; experience exchange between implementation agents; successful previous experiences and the location of implementation. There are also evidences in literature regarding facts that may disrupt implementation: Political and management matters, organizational difficulties and execution matters. Two steps were used for the interviews analysis. First the free software IRAMUTEQ was used and validated the material attaining 89,42% and classifying the words referring to lexical fields into seven groups. The analysis enabled the interpretation that the bureaucrat agent understanding of the PSE is restricted to the classroom activity and their acknowledgement of the relevance to the beneficiaries. In a second instance, the content was manually analyzed using Bardin (2016) as allusion. The posterior analysis of the interviews messages enabled categorizing in four groupings: Knowledge of the program; Rapport, priority and coordination; Distribution of the benefits; Worthiness and recognition; Lack of financial conditions. The implementation agents acknowledge aspects of health promotion to students and prevention of illnesses and other typical issues of this age period, as early pregnancy. The perception of integration procedures among the health crew and education is limited. It could be observed certain fragility in the relationship between the two crews (health and education), communication issues and tension amongst the parties involved due to a dearth of resources and work overload. The implementation agents acknowledge the public that is in more need of the program actions: Young and teenagers in high vulnerability situation and cohabitate with drug and early pregnancy issues. And confirms that the contents of the program as beneficial to the young and teenagers that, in this stage of life, behaves as “sponges” and affirm that the lack in financial resources restricts the development possibilities of the PSE actions. Confronting the considerations on this research, it is suggested the elaboration of an in school extension project, with the purpose of enlighten the implementation agents on the purpose of the PSE and improve the communication and intersetorial among school and the primary care assistance.
