Resumo: This study is a contribution to international environmental cooperation policies on integrated management of the Okavango River basin, shared by Angola, Botswana and Namibia. It analyses the differences from doctrinal and conceptual points of view of integrated watershed management, the implementation of laws and institutional policies on the management of the Okavango basin. It also discusses the need for integration in order to minimise conflicts in the basin with respect to its sustainable use, taking into consideration the political, economic, social, and cultural contexts. The main objective is to compose a proposal to regulate the use of water resources in the Okavango basin and the specific objectives are: to identify patterns in integrated water resources management, from other examples; establish comparison between the water resources management policies for the river basin and propose a set of common guidelines for integrated management of the watershed. The methodology used was based on the analysis of bibliographic and documentary data, obtaining as a result basic elements that subsidise the proposal of integrated management model of the watershed. Patterns in integrated water resources management are identified, from other examples, in order to assist in the management standard to be adopted. A comparison is made between the water resources management policies for the basin in order to identify the most appropriate water use permitting measures, as well as the fulfilment of the established regional agreements. Due to the need of integrating environmental cooperation policies in the basin, the present work proposes concrete measures in the form of legislation for the riparian countries, such as load discharge patterns allowed in a receiving water body in the short, medium and long terms, the division of the river into two classes, the standards of effluent release for these classes.
