Resumo: As part of the preparation for hosting the FIFA World Cup 2014, urban mobility works, stadiums and tourist development projects were proposed all over Brazil. Funding is provided by financial institutions such as Caixa Econômica Federal (CAIXA), Banco do Nordeste do Brasil (BNB), and Banco Nacional de Desenvolvimento Econômico e Social (BNDES). In Curitiba and its metropolitan area, mobility works for the sports event were financed with resources from the “Fundo de Garantia por Tempo de Serviço” (FGTS). CAIXA is responsible for following these processes, taking into account questions related to the reasonableness of costs, environmental licensing, compatibility and functionality. However, it’s the contribution to sustainability of urban mobility projects are not assessed. The methodology proposed herein involves the selection of technical indicators and the creation of a guide based on sustainability indicators for the assessment of mobility projects. Additionally, an Index of Sustainable Urban Mobility Projects (ISUMP) was proposed in order to synthetize the assessment required, which was tested thanks to urban mobility projects financed by CAIXA in Curitiba’s metropolitan area. Assessment of these projects included environmental, social and economic aspects of their conception and implementation. Data sources were CAIXA itself, Instituto de Pesquisa e Planejamento Urbano de Curitiba (IPPUC) and the Coordenação da Região Metropolitana de Curitiba (COMEC), the later two indirectly. This research resulted in a guide composed of 17 sustainability indicators, grouped in accordance to their prevalence on environmental, social and economic dimensions. The application of this guide to Curitiba and its metropolitan area projects lead to ISUMP values between 43% and 75%, according to the scale proposed for the index, whose upper limit is 100%. Results suggest the incorporation of the guide to procurement procedures as well as to monitoring urban mobility projects in order to steer them to sustainable development.
