Resumo: This research emerges from discussions and concerns during the participation of the researcher in the National Pact by strengthening the high school and the of compulsory education for the age group from fifteen to seventeen years. It aims to meet obstacles, challenges and possibilities for training and working conditions of teachers in the States of Santa Catarina and Rio Grande do Sul. To realize this goal, we adopted as a research methodology the dialectical approach, when considering which quantitative aspects should not distance himself from the qualitative research analysis. With respect to procedures, quantitative data were extracted, especially of microdata of banks and schools in the school census of 2016. Given the extent of these databases, we use statistical software Statistical Package for the Social Sciences (SPSS), because your ability to work with large databases. Through analysis we can infer that those states have a large debt with the high school teachers regarding teacher's worth. The initial training of teachers in Santa Catarina and Rio Grande do Sul researched proved to be inadequate. In the context of continuing education, more specifically on education and training in the strict sense, master and PhD level, the data present limits to be overcome.The data also show related barriers to working conditions. Admission by invitation to tender, exclusive dedication to a single school, linked to just one job, and adequate infrastructure are not part of the reality of Brazilian high school teachers.Through the analysis it was possible to observe State disparities in relation to the propositions of the National Education Plan (2014-2024), at the same time show that both States distance themselves of him. The study suggests that the social quality of the high school is subject to teacher's worth. Its achievement depends on the materialization of the goals contained in law No. 13,005, 2014, which creates the National Education Plan.
