The quality of health services is the object of attention and concern on the part of Brazilian society. The search for quality healthcare services in Brazil has received great feature of the Ministry of Health. Evaluation is an important tool for health management. Enables the identification of weak aspects and indication of measures to correct paths and achieving goals. The state of Santa Catarina has been developing institutionalization of evaluation and program management in Primary Care and Oral Health process. Despite discussions on the subject, there are still few studies in the literature regarding the assessment of oral health care. This work aimed to propose a model for assessing the quality of oral health care of children. The conceptual framework for the elaboration of evaluation matrix was composed of: Literature search for studies evaluating oral health care in Brazil and other countries services, and survey and review of existing public policies related to child health in Brazil and the State of Santa Catarina. The quality of municipal management in primary care of children's oral health was evaluated in two dimensions: Management and Provision. In the first two subdimensions are willing: Articulation and Resources and the second considering the principles of universality and comprehensiveness, we have two sub-dimensions: 'Promotion and Prevention' and 'Diagnosis and Treatment'. The evaluation matrix was composed of nine indicators in the Management dimension and nine in the dimension of Provision. The indicators were developed in workshops with experts. An online form was sent through FormSus software, the 18 municipalities of Santa Catarina and collected data in the information systems. The database was structured with 18 municipalities that answered the form. The 18 indicators were calculated and converted to scores 0, 1 or 2, according to the distribution of values in the set of towns. The values of the scores on the applicability test were summed and shaped the quality score of the municipality for child oral health, creating a value judgment for each municipality. It was concluded that the model is able to be applied to the municipalities with different population sizes, and identifies the points at which managers must improve their actions.
