Resumo: Universities must always be in the perspective of improving the services provided to different users. In the intention to improve the quality in the follow-up of the strategic planning of the Federal University of Tocantins, in the teaching, research, extension and in what is being offered to the community in general, in the educational context, the study had as general objective to propose the use of the Balanced Scorecard - BSC as a strategic management system based on the Institutional Development Plan - PDI of the Federal University of Tocantins. It is a descriptive research, in the form of a case study, with a qualitative approach, involving the collection of primary and secondary data. The results of this study include: contributing to the University's managers, presenting a proposal to use the performance measurement tool for its deployment and execution of the PDI based on the Balanced Scorecard (BSC), in order to meet academic policies; transparency, real-time monitoring and up-to-date reporting. The proposed model was adequate for monitoring and monitoring the IDP, subsidizing the managers in the monitoring and evaluation of the implementation process, since the BSC is a useful tool to assist the management of the UFT to think strategically and contribute to the improving the institution's performance and enhancing academic activities.
