Summary: In general, human rights can be understood as those that the individual possesses, simply because he is a human person, by the importance of his existence, such as: the right to life, to the family, to food, to education, to work, to freedom, sexual orientation and the environment. Thus the search for development passes through human dignity, in what is essential to the human person, to food. The search for progress concerns a society and not privileged groups or sectors, it does not occur individually and without criteria. Thus it is necessary to think of new forms and productive processes that consider nature as an essential good to the human person that respects the dignity of the human person. Thus, this article sought to understand the various dimensions of the concept of development, based on food security, especially for school-age children in the state education network of Paraná, through the PNAE. With the study, it was possible to understand that despite the legislation in force, as well as treaties and agreements of national and international dimensions, the problem of hunger is still more present, considering the pandemic, it has worsened, as well as society, as well as States still need to consider food as an inalienable right before human existence.
