This work presents a proposal for the opening of the brazilian Free Energy Market for the general small consumer, with an emphasis on the general domestic consumer, based on other countries existing model. In order to do that, a study was raised of the model practiced on the United States of America, as well as the one practiced in the United Kingdom, along with the particularities that both of them present. It was also raised an analysis of the model currently practiced in Brazil, even though limited for the high energy consumers, and how this model can be compared with the others. For the developed model to be suitable with the brazilian market, a field research was conducted, in order to investigate what would be best accepted between the general brazilian residential consumer, with the consumers of the Parana state being the most representing parcel. After studying the data raised with the research, an analysis was made and then a methodology was proposed to open the Free Market for the general residential consumer, challenging the most significative difficulties, and offering different ways of charging for the energy offered to the final consumer.
