The management councils, established by the Constitution of 1988, have become privileged spaces for public consolidation of the democratic process and advocacy where, from the participation of civil society, transform the bureaucratic logic state with a view to incorporating the demands of citizens in public policy formulation. Traditionally, policies are basic public sector and disjointed, responding to a centralized management with features, hierarchical, leaving prevailing practices that do not generate profitable results. This review aims to identify how and to what extent the policies established by the concils of Telêmaco Borba-PR city can be articulated through the creation of cooperation network. The realization of the empirical research was accomplished through a document analysis devices in the creation of Councils (laws, decrees, resolutions, bylaws). Lace the wires of the network requires changes in attitudes of those participating in the public administration, especially when it intends to consolidate the democratic management of the government sphere, whose design and execution of actions is done with the sharing of responsibilities.
