Summary: Federal states have in the constitutional autonomy of their subnational units one of the defining elements. For historical, political and social reasons, the space of freedom that the Federal Constitution leaves to the subnational constituent, as well as the exercise of the freedom left, vary in time and space. In recent times, there has been a rediscovery of the importance of this autonomy. Subnational innovations, especially in the scope of fundamental rights, end up influencing changes in the text or in the interpretation of the Federal Constitution.

Por razões históricas, políticas e sociais, variam no tempo e no espaço tanto o espaço de liberdade que a Constituição federal deixa ao constituinte subnacional, quanto o próprio exercício da liberdade deixada. Nos últimos tempos, tem havido uma redescoberta da importância dessa autonomia.
