Summary: The defense industry was in decline during the 90's. The impacts of neoliberalism in Brazil have affected the economical model for development, dismantling the national industry and putting aside any nationalistic projects; it stagnated and marginalized that sector. It's importance shows up again after 2003, during Lula's government (2003-2010), with debate cycles promoting the sector in a government that seeks, through a Logistical State, to promote internal development together with an external inclination towards south-south cooperation, giving out more attention to the peripheral margins of the international system. It made possible new strategical means for the development of the nation, by which the defense industry could benefit from with new commercial partners and projects and strategies that were kept on by Celso Amorim during Dilma's government (2011-2016).

Retoma a sua importância pós 2003, durante o governo Lula (2003-2010), com ciclos de debates promovendo o setor, que busca por meio do Estado Logístico, alavancar o desenvolvimento interno em conjunto com uma política externa de cooperação com países sul-sul, dando atenção para a periferia do sistema internacional em resistência do neoliberalismo.
